Emergency Lighting Testing for Safer Premises

When the mains supply fails, a building can become unsafe in seconds. Corridors, stairwells, escape routes and final exits need to remain visible long enough for people to leave calmly and safely. Emergency lighting testing is the practical process that confirms those fittings will work when they are needed, rather than simply appearing sound during normal day-to-day use.

For businesses, landlords and property managers across Blackpool and the Fylde Coast, it is a key part of maintaining a safe building. It can also reveal issues early, before a failed battery, damaged fitting or missing test record becomes a more serious compliance concern.

What emergency lighting is designed to do

Emergency lighting operates independently when the normal lighting supply is interrupted. Most systems use fittings with internal rechargeable batteries, while larger premises may use central battery systems. When a power cut, fire-related electrical isolation or circuit failure occurs, the emergency lighting should illuminate escape routes, open areas, changes of direction, stairs, fire alarm call points, firefighting equipment and exit signs.

The system is not intended to make a building fully operational during a power failure. Its purpose is to give occupants enough light to identify a safe route out. That distinction matters when deciding where fittings are needed and how long they must operate.

Emergency lighting is commonly found in offices, shops, restaurants, communal areas of flats, schools, workshops, warehouses and industrial premises. Landlords may also need it in common escape routes within HMOs and larger residential buildings. The required layout and duration depend on the building, its occupants and the findings of the fire risk assessment.

Why emergency lighting testing cannot be a visual check alone

A green indicator LED on a fitting is reassuring, but it does not prove that the battery will hold its charge for the required duration. A fitting may look normal while its battery has deteriorated, the lamp has failed, or the charging circuit is no longer working correctly.

A proper test simulates the loss of the normal lighting supply. This confirms that the fitting changes to emergency mode and provides light. Longer tests also establish whether it can continue operating for its designed emergency duration.

Testing also gives the responsible person a chance to spot practical issues that are easy to overlook. A new partition wall may block a fitting, a stored display may obscure an exit sign, or a change in room use may mean the original lighting design no longer provides adequate coverage. The condition of the equipment matters, but so does whether people can genuinely see where to go.

How often should emergency lighting be tested?

The correct programme should reflect the system design, the manufacturer’s instructions and the premises' fire safety arrangements. In many UK premises, routine testing follows the principles set out in BS 5266-8.

Regular visual inspections

A visual inspection is usually carried out regularly, often daily in larger or staffed premises. This is a quick check for indicators showing a fault, physical damage, inaccessible fittings or obvious changes that could affect escape lighting. In a small building, the frequency may be set differently, but faults should never be left until the next annual visit.

Monthly functional tests

A short functional test is generally completed each month. The normal supply is interrupted briefly, or the fitting’s test facility is used, to make sure each emergency luminaire illuminates. The test should be long enough to confirm operation without unnecessarily discharging the battery.

The building must not be left without adequate emergency cover afterwards. If a test is carried out during occupied hours, consideration should be given to the people on site, the risks present and whether a fault could affect safe evacuation.

Annual full-duration tests

At least once a year, a full rated-duration test is normally required. Many systems are designed for three hours, though one-hour systems are also used where the fire risk assessment and building arrangements support that approach. During this test, emergency fittings operate on battery power for their full specified duration.

The test is often best arranged when the premises are unoccupied or quiet, because batteries will need time to recharge afterwards. If a fitting fails before the end of the test, it needs attention promptly. A failed emergency light is not a minor maintenance issue when it protects an escape route.

Keep a clear emergency lighting logbook

Testing is only useful if the results are recorded and acted upon. A logbook provides evidence that checks have taken place and helps identify repeated faults, such as batteries that fail every year or a circuit that regularly trips.

The record should identify the date, the type and duration of test, the person completing it, any defects found and the action taken. For larger systems, each fitting or zone should be clearly referenced so faults can be located without delay. Digital records can be suitable, provided they are accessible, accurate and maintained consistently.

For commercial premises, a clear logbook supports the wider fire safety file. It is particularly valuable if the responsible person changes, a managing agent takes over, or an inspection takes place after an incident. A blank logbook is not evidence of a safe system, but a detailed record shows that maintenance is being managed responsibly.

Common faults found during testing

Battery failure is one of the most common issues. Emergency lighting batteries have a limited service life and can lose capacity gradually. They may still power a fitting for a few minutes, yet fail a full-duration test.

Other frequent defects include failed lamps or LED boards, damaged diffusers, loose connections, charging faults and fittings installed on the wrong circuit. In maintained emergency lighting systems, a fault on the normal lighting supply can also affect how the fitting performs, so the wider electrical installation may need checking.

Poor positioning is another concern. A sign may be visible from one direction but not at a junction, while a fitting may leave a stair landing in shadow. Renovations, shelving, new machinery and changes to floor layout can all alter the effectiveness of an existing installation. This is why testing should be paired with a practical inspection of the escape route itself.

Who should carry out the tests?

Routine visual and short functional checks can often be completed by a trained, nominated member of staff who understands the site and the logbook process. They should know what to look for, how to report faults and when not to interfere with electrical equipment.

Annual duration testing, fault diagnosis, repairs and alterations are better handled by a competent electrician with experience in emergency lighting and fire safety systems. This is especially true in premises with central battery systems, automatic test equipment, multiple distribution boards or complex escape arrangements.

There is a balance to strike. Asking staff to complete simple monthly checks can keep oversight regular, but asking them to diagnose a battery charger fault or alter wiring creates unnecessary risk. A qualified contractor can test the system properly, replace defective components and advise if the installation no longer suits the building.

Testing after changes, repairs or a power issue

Do not wait for the next scheduled test when something significant has changed. Emergency lighting should be reviewed after refurbishment, a change of use, alterations to escape routes, replacement of consumer units or distribution boards, and any work that affects lighting circuits.

It should also be checked following a prolonged power failure, water damage, electrical fault or fire alarm incident. Even where the fittings appear to have returned to normal, batteries may not have recharged correctly or a circuit may have been left isolated.

For landlords and business owners, this is a sensible point to review the fire risk assessment as well. Emergency lighting, fire doors, signage and alarm arrangements work together. A safe route depends on all of them, not on one fitting in isolation.

When to arrange professional support

If emergency lights fail to illuminate, flicker during a test, show persistent fault indicators or do not achieve their rated duration, arrange repairs without delay. The same applies if your premises have no logbook, the system has not been tested for some time, or the building layout has changed since the fittings were installed.
